Moscow runs on UTC+3 year-round. In 2014, President Putin signed a decree ending daylight saving time across Russia, moving clocks permanently to standard time. Moscow had been on permanent summer time (UTC+4) since 2011; the October 2014 change fixed it at UTC+3 permanently.[1] The change meant permanently darker winter mornings in exchange for permanently lighter winter evenings.

The decision was not universally popular. Surveys showed many Russians preferred the lighter mornings. But the change stuck, and Moscow Time has been stable at UTC+3 since October 2014.
