Blauwgrond is a residential neighborhood on the western edge of Paramaribo, Suriname’s capital city. It runs on Suriname Time: UTC-3, year-round. No daylight saving time is observed. Suriname has been on this fixed offset since 1975 when it became independent from the Netherlands.

Suriname’s UTC-3 is actually the result of an earlier timezone adjustment. The country was previously on UTC-3:30, a half-hour offset inherited from older timekeeping practices in the region. In 1975, the year of independence, Suriname moved to the cleaner UTC-3 to align more closely with Brazil’s coastal timezone and to simplify international scheduling.

A Dutch-Caribbean suburb

Blauwgrond, like much of Paramaribo’s suburban ring, reflects Suriname’s Dutch colonial past combined with its extraordinary ethnic diversity. Suriname is home to descendants of African enslaved people, South Asian and Javanese contract laborers brought by the Dutch, indigenous peoples, Chinese merchants, and Dutch settlers, all living in a relatively small country on South America’s northern coast.

The neighborhood’s Dutch-language name means “blue ground,” a reference to the soil color in the area. Dutch remains the official language of Suriname, a linguistic oddity in South America where Spanish and Portuguese dominate.

The UTC-3 alignment

UTC-3 puts Suriname on the same clock as Brazil’s eastern coast, including the time used in Belo Horizonte and Rio de Janeiro. Cayenne in French Guiana to the east uses UTC-3 as well. The Guianas, as a coastal region, have historically grouped around this offset.

The time difference between Blauwgrond and London is three hours behind in winter, four hours in summer when the UK observes BST.
