Carrefour, Haiti · UTC-4 ☆

Carrefour is a densely populated municipality directly southwest of Port-au-Prince, Haiti’s capital. Together they form the largest urban concentration in the Caribbean. Carrefour runs on America/Port-au-Prince: UTC-5 in winter (Eastern Standard Time), UTC-4 in summer (Eastern Daylight Time). Haiti is unusual among Caribbean nations in that it observes daylight saving time on the US Eastern Seaboard schedule.

Haiti’s DST alignment with the US Eastern Seaboard is partly historical: Haiti has deep economic connections with the Haitian diaspora in the northeastern United States, particularly New York and Miami. Staying on Eastern Time (with DST) simplifies scheduling for the remittances, phone calls, and business transactions that sustain much of the Haitian economy.

Carrefour after 2010

Carrefour was one of the areas most severely damaged by the January 2010 earthquake, which struck close to the epicenter near Léogâne, southwest of the capital. The earthquake killed an estimated 250,000 people and displaced over a million. Carrefour’s dense, informal housing proved catastrophically vulnerable.

Rebuilding has been slow and incomplete. The city remains densely crowded, with significant informal settlements. The daily rhythm of Carrefour, the market vendors, the tap-tap minibus routes, the street commerce, resumed relatively quickly after the earthquake because economic necessity demanded it.

Tap-tap time

Port-au-Prince’s unofficial transit system, the tap-tap decorated minibuses, runs on no fixed schedule. They depart when full. Time in this context is social rather than mechanical: you wait until there are enough passengers, then you go. This informal temporal logic coexists with the official clock.
