Finland was among the most vocal advocates for ending the practice: Finnish public opinion surveys consistently showed strong support for stopping the clock changes.
The debate stalled over which permanent time to adopt. Should Europe stay on summer time (UTC+3 for Helsinki) or winter time (UTC+2)? Countries disagreed. The EU has not resolved the question. Finland continues changing its clocks twice a year.
Midsummer and the solar calendar
Midsummer, Juhannus, is Finlandβs most important cultural festival, tied entirely to the summer solstice and celebrated with bonfires by lakeshores. This is solar time as cultural fact: regardless of what UTC+3 says, the celebration marks the astronomical event. Thousands of Helsinkians leave the city for lakeside cottages.
