Shihezi is in the Asia/Urumqi timezone (XJT/UTC+6), with no daylight saving time observed. Shihezi is a planned city in Xinjiang, western China, built largely from scratch after 1950 as part of a state-organized agricultural development program. It sits at roughly 44 degrees north in the Junggar Basin. The city illustrates China’s timezone politics in an unusually direct way.

China officially uses a single timezone: China Standard Time (UTC+8). But Xinjiang sits about 3,000 kilometers west of the eastern seaboard. At UTC+8 in winter, the sun rises after 9am and sets before 6pm. In summer, sunrise is around 7:30am but sunset comes after 10pm. The solar reality of Xinjiang does not match the official clock.

In response, Xinjiang’s Uyghur population and local government have long used an unofficial Xinjiang Time (UTC+6), two hours behind Beijing. Two clocks coexist in many Xinjiang cities: the official UTC+8 used for government, official business, and Han Chinese institutions; and the de facto UTC+6 used by Uyghur communities and many local businesses.

The IANA database includes Asia/Urumqi as a separate entry for Xinjiang, acknowledging the practical reality of the offset. For Shihezi, which has a predominantly Han Chinese population from the state-organized migration, the UTC+8 official clock is more consistently followed than in Uyghur-majority cities.
