The city’s most remarkable time feature isn’t its own clock. It’s what’s directly across the Amur River. Heihe, a city in China’s Heilongjiang Province, sits on the opposite bank, sometimes only a few hundred meters away. China uses a single national timezone: UTC+8, Beijing Time. Russia uses UTC+9 in this region. The result is that two cities facing each other across a river, close enough to see the apartment buildings and traffic, operate on clocks one hour apart.

The river border

The Amur River has served as the Russian-Chinese border here since the Treaty of Aigun in 1858. The two cities developed separately under very different political and economic systems. Soviet-era Blagoveshchensk was closed to foreign visitors. After the Cold War, cross-river trade opened. There are ferry services and a bridge connecting the two cities, completed in 2022 after decades of planning.
