Brades is the de facto capital of Montserrat, a British Overseas Territory in the Caribbean. It runs on America/Montserrat: UTC-4, Atlantic Standard Time, year-round. The island does not observe daylight saving time.

Brades became the functioning capital by necessity. Plymouth, Montserrat’s original capital, was buried under volcanic ash and pyroclastic flows after the Soufrière Hills volcano erupted catastrophically in 1997. Plymouth is the only capital city in the world abandoned due to a volcanic eruption while still technically holding its legal capital designation. Brades, in the island’s safer northern zone, became where government functions.

A government in exile from its own capital

Plymouth still exists under meters of ash and cooled lava. Occasional controlled visits are allowed for research and observation. The city’s church steeples are visible above the grey volcanic debris. The old capital is frozen in time in the most literal way: clock stopped, buildings half-buried, the pre-1997 era preserved under volcanic rock.

Brades, by contrast, is provisional, functional, and alive. New government buildings were constructed here. The population that evacuated to the north rebuilt their lives in what was agricultural land before the eruption. The island’s population dropped from around 12,000 before the eruption to under 5,000, and has slowly recovered.

Caribbean time

UTC-4 is Atlantic Standard Time, shared with Barbados and other Eastern Caribbean islands that do not observe DST. Antigua uses the same offset. The Caribbean island chain’s consistent timezone makes regional scheduling simple.

At 16 degrees north, Montserrat has predictable daylight: sunrise around 6am, sunset around 6:30pm, with modest seasonal variation.

The time difference between Brades and London is four hours behind in winter, five in summer when the UK observes BST.
