Caracas runs on America/Caracas: UTC-4:30, year-round. Venezuela’s half-hour offset is one of the world’s unusual timezone configurations, and it has an explicitly political origin.

In 2007, President Hugo Chávez moved Venezuela’s clocks back by 30 minutes from the previous UTC-4 offset. The stated reason was to align the country’s time more closely with solar time: Venezuela spans roughly 60 to 73 degrees west, and UTC-4:30 puts solar noon closer to 12:30pm across the country, which Chávez argued was more natural and scientifically rational. The decision also positioned Venezuela distinctively apart from the United States’ Eastern Time zone system.

Critics noted the practical difficulties of a non-standard 30-minute offset with neighboring Colombia (UTC-5) and Brazil, and with the global financial system that Venezuela’s oil exports connected it to. Trading desks in Caracas had to navigate half-hour differences with counterparts in New York.

The oil capital

Caracas is Venezuela’s capital and the center of one of the world’s largest oil economies. The petroleum ministry, the state oil company PDVSA, and the financial institutions that manage oil revenues are all here. Oil markets operate on New York, London, and Houston time. Caracas traders have always navigated multiple timezone frames.

At 10 degrees north, Caracas has minimal daylight variation. Sunrise around 6am, sunset around 6:30pm. The fixed UTC-4:30 offset means solar noon falls close to 12:30pm, which is indeed a reasonable solar alignment.

Mountain city

Caracas sits at 900 meters elevation in a valley of the Venezuelan coastal range, just 10 kilometers from the Caribbean coast. The mountains keep temperatures moderate despite the tropical latitude.

The time conversion from Caracas to London puts London 4.5 hours ahead in winter, 5.5 in summer when the UK observes BST.
