Chernyakhovsk is a city in Russia’s Kaliningrad Oblast, the exclave territory on the Baltic Sea separated from the main Russian territory by Lithuania and Belarus. It runs on Europe/Kaliningrad: UTC+2, year-round. No daylight saving time. This makes it the only part of Russia that uses UTC+2 permanently, sitting two hours behind Moscow.

Kaliningrad Oblast’s timezone reflects its unique geographic situation. The territory is surrounded by EU members (Lithuania and Poland), which use UTC+2 in winter and UTC+3 in summer. Kaliningrad is permanently on UTC+2, one hour behind its neighbors in summer and aligned with them in winter.

From Insterburg to Chernyakhovsk

Chernyakhovsk was known as Insterburg until 1946. The city and its surrounding territory were part of the German province of East Prussia until the end of World War Two, when the Soviet Union annexed the area and expelled or killed the German population. The city was renamed after General Ivan Chernyakhovsky, who commanded Soviet forces in East Prussia and died near the city in 1945.

The physical landscape of Chernyakhovsk still bears traces of its German past: the old town layout, the red-brick buildings, and the ruins of the medieval Insterburg Castle. The German cemeteries and churches are slowly being reclaimed by vegetation.

The exclave isolation

Kaliningrad Oblast is cut off from the rest of Russia by Lithuanian territory. People and goods traveling between Kaliningrad and Russia must cross EU territory. Since Lithuania joined the EU and Schengen, this transit has become more complicated. The exclave’s residents navigate a distinctive situation: Russian governance, geographic isolation from Russia, and daily proximity to EU neighbors.

The time difference between Chernyakhovsk and London is two hours in winter, one in summer when the UK observes BST. Kaliningrad is on the same clock.
